Special rules: airlift card can be only from and into territories from completed airports (bonuses of value -1).
Notes:
One army stand guard.
Low income bonuses.
Low amount of cards, you can't hoard them.
The emergency blockade is very weak. You probably should use it to abandon useless airports, blockade chokepoints or block enemy from completing a big bonus. You shouldn't use it just to kill enemy stacks. It won't work.
