Led by Sayers and Partners in association with UKCEH Wallingford and Vivid Economics, the ‘AquaCAT: Risk estimates using techniques from catastrophe modelling for UK floods’ project is focused on exploring changing spatial structure of flood events within UKCP18 and their potential impact on flood risk. The project is funded and managed by the UK Met Office for two years as part of a wider programme of research on climate risks.

Apart from extending the hazard quantification tools into spatially coherence flood metrics, one of the objectives of this project is to assess the available vulnerability and exposure data and consider the suitability of existing platforms (such as Oasis) to provide a vehicle for sharing. This will help understand how exposure and vulnerability data can be accessed and improved to support flood risk analysis.

Exposure and Vulnerability Datasets (EVD) -- that capture the elements exposed to a disaster by taking into account their value, location and relative importance -- are an integral part of any risk assessment model and  thus disaster risk management.

The existence of a large number of disparate EVDs has hindered the development of a coherent disaster risk framework for assessing the risk posed by floods in the UK. Most of these EVDs -- such as Ordinance Survey, EA National Receptor Dataset, DAFNI, CORINE land cover datasets, DataShine Census etc -- have rarely been used and integrated into a CAT framework. This is because geospatial data on EVD is often incomplete and scattered across multiple and inconsistent data sources, thus hampering their integration in large-scale risk frameworks.

Sayers and Partners, Vivid Economics and UK Centre for Ecology and Hydrology are building a nationally consistent taxonomy of EVDs, namely United Kingdom Socioeconomic and Ecological Exposure (UK-SEE) database, to promote more effective decision-making in disaster resilience of floods. To help us in this process, we are gathering information by means of this user requirements survey. In particular, the purpose of the survey is to:

1. Fill the gaps in the list of exposure domains of UK-SEE.
2. Collect exposure attributes of interest for industry practitioners.
3. Gather data suggestions for flood exposure in the UK.
4. Elicit data quality and user considerations and their prioritisations.
5. Examples of use case applications.

The information gathered in this survey will only be used for the purpose of the AquaCAT project. The final EVD taxonomy recommended by the AquaCAT project will be informed by the user data needs, use cases, dataset suggestions and quality appraisal provided in this survey.
