What are the next steps for Continuous Improvement?
In October we will host a workshop to develop improvement projects for our ecosystem planning and funding system.  Please indicate your interest below.  If you attend, we will support you in developing an improvement project, and will bring your project to regional partners and forums, as we seek resources to support improvements to our Planning & Funding System.
Why are we focused on the Planning & Funding System?
After reviewing a list of 39 claims of waste, our small work group has narrowed our focus at an initial workshop.  We selected a set of improvement suggestions in what we are calling the "Planning & Funding System" for several reasons:

1) Our goal is not to identify the hardest problems, but to be successful in prototyping process improvement.
2) While regulatory claims were numerous, they frequently signaled underlying social conflicts that are not amenable to process improvement.  This doesn't mean we discard these claims.
3) The planning and funding system has resources that can be organized to improve itself; the regulatory system is generally overburdened, and has very narrow authorities.
4) The funding system has an existing coordination group hosted by Ecology and RCO; we are not aware of a regulatory equivalent.
5) Ultimately, the Regulatory System impacts the effectiveness of the Planning and Funding System, and so initial improvements that recover capacity from planning and funding might be used to improve regulatory systems.

Do you want to improve the "Planning & Funding System"?
If you are a funder or a project developer, we'd like you to consider attending our workshop, to include both grant and planning program managers and project developers.  Our intent is to focus on technical improvements of system processes among programs.  Attending the workshop means that you want to contribute to such an improvement.  This is not a spectator sport.  We will be defining problems that affect our work and that we want to solve.

MEETING TRAVEL VORTEX - Remote and web-cast meetings need to be standard and efficient to reduce wasted effort in coordination.
GRANT REPORTING REDUNDANCY - Each grant and planning system assigns unique reporting and data management tasks diverting limited local capacity from ecosystem management, and undermining collective reporting.
MASTER APPLICATION - Each funding program uses different language to describe projects, requiring each applicant to redefine the "project" for that programs application.
LOCAL NOTIFICATION - State-federal programs have an efficient mechanism for providing information about program activities to local teams, reducing beneficial impacts.
GRANT BUDGET COORDINATION - Project managers waste resources managing a unique budget for each grant to meet application requirements.
GRANT MATCHING - Administration of grant match consumes critical resources limiting the rate of ecosystem recovery with unclear benefits.
PERFORMANCE MEASURE STANDARDS - The use of different preformance measures among programs undermines regional performance reporting.
COORDINATED GEOGRAPHIC ACQUISITION PRIORITIES - Different programs offer different acquisition, lease, and incentive tools and have different priorities, preventing field teams from operating with a full toolkit in any one geography.
IMPROVING STEWARDSHIP OF ACQUISITIONS - Once acquired, conservation lands have weak mechanisms for long-term stewardship, unsupported by state-federal resources.
