Should we reform the statute that defines when law enforcement is justified in using deadly force to prioritize sanctity of life?

The Police Officer Standards and Training Board (POST Board) is the entity that sets standards and licenses police officers.  Should we reform the POST Board to give it more power to revoke the license of police officers who violate its standards?
