Engineering Phase 2 Research Restart Safety Plan
SUBMISSIONS CAN BE MADE STARTING MAY 28, 2020

UCI’s Phase 2 research activities consist of Phase 1 “critical” (or “essential”) research plus research activities that may pose lower risk for virus transmission ("Guiding Principles contained in the Vice Chancellor’s May 11 message: https://news.research.uci.edu/research-continuity/research-ramp-up/points-of-consideration/"). All Phase 2 Research activities (including previously approved Phase 1 “essential” research) require approval and will consist of no more than 30% of pre-pandemic levels at any given time.

In order for a PI/Center to begin Phase 2 research in the Samueli School of Engineering (SSoE), the campus must be open for Phase 2 and each PI/Center must complete BOTH (1) a 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 (submitted via this Google form); and (2) a 𝘴𝘪𝘨𝘯𝘦𝘥 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐏𝐥𝐚𝐧 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐅𝐨𝐫𝐦 (submitted via an email to legreene@uci.edu for routing).

𝙄𝙢𝙥𝙤𝙧𝙩𝙖𝙣𝙩: SSoE’s priority remains the health, safety and well-being of its employees. No researcher (especially students and post-docs) and no research staff should be compelled to work on campus. By submitting this Plan, the PI/Center (“Plan Owners”) confirm that this is communicated to their individual researchers and that no disciplinary or retaliatory action shall be taken for those who choose not to work in campus during Phase 2.

4a1. RESEARCH SPACE & PHYSICAL DISTANCING: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes determining the max occupancy of each of laboratory and office space based on conservative current guidelines with an occupancy sign posted outside each room and high-use areas marked with vinyl tape. Only one person at a time may occupy any enclosed space less than 250 sq ft. (Note: Assistance is available from Engineering Facilities. Please contact Dennis Aldridge: daldridg@uci.edu, (949) 824-9246.) *
4a2. RESEARCH SPACE & PHYSICAL DISTANCING: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes having an easily accessible online schedule for all lab members to ensure that each laboratory/room does not exceed the determined occupancy limits. The schedule includes assigned and staggered cleaning before and after shifts and I will work with the PIs on my building floor to stagger shifts if necessary. (Note: The PI/Center, if possible, should schedule it so that personnel who share shifts should remain consistent over time to limit number of per person contacts. 4b1. DISINFECTING SURFACES, EQUIPMENT & INSTRUMENTATION: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes having a stocked hand washing and cleaning station in each laboratory and schedule cleaning rotations. *
4b2. DISINFECTING SURFACES, EQUIPMENT & INSTRUMENTATION: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes directing personnel in my research group to use effective disinfectant against SARS-Coronavirus (EPA List N) and to read the UCI hand-out on lab cleaning guidance: https://ehs.uci.edu/public-health/covid-19/ *
4c1. PERSONNEL HYGIENE & SELF-SCREENING FOR SYMPTOMS: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes having stocked face coverings and PPE (e.g., gloves, safety glasses) for each personnel in my research group covered under Phase 2. *
4c2. PERSONNEL HYGIENE & SELF-SCREENING FOR SYMPTOMS:  My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes clear articulation to personnel in my research group that they can only return to the UCI campus and research spaces if they meet the following: • In good health and feeling well, • Body temperature less than 100.4°F (38°C), • No COVID-19 symptoms in past 7 days (Fever, Headache, Cough, Shortness of Breath, Chills, Muscle Pain, Sore Throat, Loss of smell or taste), • No contact w/positive or suspect-positive COVID-19 victims in past 14 days, • Not ordered to quarantine or self-isolate by physician or government. *
4d1. RESEARCH TEAM COMMUNICATION & TRAINING: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes directing personnel in my research group to take UCI training. "All on-site employees are required to view a training video entitled 'Returning to Campus,' which explains what COVID-19 is, how it is transmitted, the steps we’re taking to reduce potential exposures, and what you can do to protect yourself and others. The video will be available through the UC Learning Center and can be searched by title using the Find a Course function." *
4d2. RESEARCH TEAM COMMUNICATION & TRAINING: My 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧 includes directing personnel in my research group to prioritize a person's safety and health above all else, to weigh the need for coming to campus against potential health and safety hazards (to themselves and others), and to stay at home if they have symptoms and to contact their healthcare provider for medical advice. *

COMPLIANCE MONITORING MEASURES: I will schedule a video-conferencing meeting at least once a week with personnel in my research group  to (1) continually affirm this 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧, (2) discuss compliance with this 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐏𝐥𝐚𝐧, (3) address questions associated with compliance with this 𝐏𝐡𝐚𝐬𝐞 𝟐 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐒𝐚𝐟𝐞𝐭𝐲 𝐏𝐥𝐚𝐧. *
