2023-2024 Request for Public Comment: ESSA, IDEA-B, and Carl D. Perkins 

In accordance with federal regulations, an entity planning to submit a federal grant application must offer a reasonable opportunity for public comment on the application before it is submitted to the Texas Education Agency for approval.

This serves as public notice of the district's intention to submit federal grant applications for the following:  Every Student Succeeds Act - ESSA (Title I-A (Schoolwide), Title II-A, Title III-A,  and Title IV-A), IDEA-B (Special Education), and Carl D. Perkins (Career & Technology). 


The Texas Education Agency's (TEA’s) vision of the ESSA Consolidated Grant is to improve student achievement through educational programs that support best practices and align with TEA's Strategic Priorities. These priorities are focused on preparing every student for success in college, a career, or the military, including:

1. Recruiting, supporting, and retaining teachers and principals
2. Building a foundation of Reading and Math
3. Connecting High School to career and college, and
4. Improving low-performing schools

Title I, Part A provides supplemental resources to help schools with high concentrations of students from low-income families acquire the knowledge and skills in the state content standards and meet the state student performance standards.

Title II, Part A is to increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools.

Title III, Part A is to develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards.

Title IV, Part A (The Student Support and Academic Enrichment Grant) is to improve students’ academic achievement by providing all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology.

IDEA-B supports children with disabilities ages 3 through 21.  The purpose of these IDEA grant funds are to supplement Federal, State, and local funds to support the goal of providing full educational opportunity for all children with disabilities.

Carl D. Perkins provides for the improvement of secondary and postsecondary career and technical education programs across the nation. It allows our district to expand opportunities for every student to explore, choose, and follow career and technical education programs of study and career pathways to earn credentials of value.
