Unfortunately, Porygon is the only Pokemon that learns Recycle - so we cannot ban Recycle. To be consistent with Smogon tiering policy, the only option is to ban Porygon.

If it is decided that Porygon should be banned, this ban would take effect in Round 8 of the Todd Bonzalez ADV LC Open.
