Open Letter:

As Higher Degree by Research (HDR) students, staff, and supervisors at the University of Melbourne, we write to express our urgent concern regarding the absence of appropriate universal COVID-19 support from the University for HDR candidates. While we welcome the University’s recently announced schemes, these measures – far from adequate and fair – are underpinned by an attitude that downplays the reality of the crisis that students face. The current support measures will inflict further stress on students already struggling due to the crisis while deterring those in need of help from applying.

At the time this letter was written, the majority of graduate students have experienced significant and sustained disruptions to their research and lives (Kariotis, 2020, Interim Report). HDRs are unable to access on-campus research facilities and resources, essential data, and archive material during lockdowns. Many do not have adequate working-from-home arrangements. Many have lost casual hours or other income. Many have been overloaded with unpaid work during transition to online teaching. Many are burdened with caring responsibilities. Many are experiencing housing issues, racial abuse, domestic and family violence, and major mental and physical health impacts. Considering this crisis is expected to last for much longer than anticipated, these disruptions are likely to continue. Yet, despite the severity of the situation, the University has repeatedly told HDR students to keep up with deadlines or restructure their research plans, dismissing students’ suffering with a “business-as-usual” attitude when no corner of the world has been untouched by the pandemic.

Meanwhile, the University has limited extensions of candidatures only to students who are approaching the 3-year mark. This is not a new initiative, but an existing entitlement repackaged and presented to a small portion of students as a COVID-19 response. This measure constitutes not meaningful support, but a denial of the extent to which the crisis affects all HDR students.

Similarly, the COVID-19 Leave on offer to HDRs is inadequate and inequitable. Despite the long-lasting impacts of the current crisis, the leave provision is capped at only 60 working days. Moreover, students are required to submit individual applications to be considered on a “case-by-case basis” by their supervisors, schools, faculties, and then the University. This bureaucratic process forces HDRs to disclose sensitive personal information to multiple staff in the department and faculty. But to a great degree, the outcomes of students’ leave applications will depend on their relationships with — and the goodwill of — their supervisors.

The COVID-19 Emergency Support Fund is also riddled with inbuilt bureaucratic barriers. Since applications opened on 6th April, its online form has changed four times, with each revision making it more difficult to apply. Students have, in the various iterations of this form, been subjected to a means test comprising bank statements, Centrelink IDs and even a statutory declaration (signed by an authorised witness) to explain why they need help. This is an impossible requirement under lockdown restrictions, not least for students stuck overseas.

Finally, international HDR candidates are left high and dry by the crisis. Many have been stuck overseas since the travel bans came into effect. Those in Australia are ineligible for the government’s coronavirus relief packages. Those facing hardship were told by Scott Morrison to “go home” despite travel restrictions world-wide. Without income or support, international students will be left in complete financial and housing limbo. Yet the University, as it stands, has offered these HDRs little more than good wishes.

We realise that the University, like every other workplace, is under severe strain due to the pandemic, and we extend our solidarity to all students and staff — both casual and ongoing — who are struggling in this challenging situation. But feigning normality in times of crisis does a disservice to everyone. The current COVID-19 support schemes from the University will have the effect of increasing staff workloads while exacerbating the impact of the pandemic on HDRs.

We urge the University of Melbourne to abandon what it terms its “continuing as normal” strategy during this global crisis and to instead adopt a compassionate, non-discriminatory approach to assisting students by:

1. Offering an automatic six-month (EFTSL) extension of all HDR candidatures and stipends, including those beyond 3 years full-time, in addition to the existing duration of candidatures and stipend entitlements.

2. Offering paid COVID-19 leave of 60 days to all HDRs without bureaucratic hoops, with additional paid leave to be granted to eligible students experiencing further disruptions.

3. Co-designing with HDRs a set of basic COVID-19 support packages, without bureaucratic barriers, for all students in need. The application process should be fair and transparent.

4. Applying the above measures universally to both domestic and international students.
