The Virginia State Animal Response Team (SART) and the Animal Welfare League of Arlington are proud to be offering this FREE training opportunity for interested member of the public looking to learn more about emergency preparedness as well as animal control, animal shelter, CART team members, veterinarians, veterinary technicians, and animal welfare professionals!

This course is approved for 3.0 CEU's by VDACS. It is also approved for 3.0CEU from the Virginia Veterinary Medical Association (VVMA). Please complete the brief form below to enroll. Each individual staff member attending must complete the form.

Description of course:
VASART is a combination of state agencies and non governmental organizations that plan for disasters that involve animals in the state of Virginia.  This presentations will list stakeholders and coordination with VA Department of Emergency Management.  It will also provide the structure for Community Animal Response Teams (CART) and functions within the Incident Command System for disaster and non-disaster roles.  It will help attendees learn how to identify potential threats and resources needed for community and personal preparedness, taking into consideration the COVID19 environment. This program reviews the Incident Command System and local Emergency Operation Plans. Finally it will conclude with a presentation on responder, client and animal health, safety, security and psychosocial impacts in shelter situation.  

Presenter Bios:
SAMUEL TATE, DVM, MPH did his undergraduate studies at Old Dominion University.  He received his Doctor of Veterinary Medicine from Michigan State University and Masters of Public Health from the University   of North Carolina.  He completed additional post graduate courses in surgery and medicine at Virginia Maryland College of Veterinary Medicine.  He has served as the Virginia Veterinary Medical Association Director for the Greater Peninsula, member of VA Veterinary Reserve Corps, member of the National Medical Reserve Corps Veterinary Working Group,   member of the Peninsula Pet Sheltering Committee and the Virginia Pet Sheltering Working Group. He was a volunteer augmentee to Emergency Support Function 11 (Agriculture) in the VA Emergency Operation Center and has completed numerous FEMA courses including IS 300. He is currently Secretary of the VA State Animal Response Team (VA SART), Coordinator of Veterinary Activities for the Peninsula Medical Reserve Corps (MRC).  He has assisted in the organization and training of 17 pet sheltering teams in Virginia, 11 of which are CARTs.  He is the recipient of Peninsula MRC Community Emergency Preparedness Excellence Award for 2006, the  MRC Volunteer of the Year Award in 2006 and 2012, the Virginia Veterinary Service Award 2008 and the  Virginia Citizen Corps Superstar Award 2010.  He served 20 years in the Air Force Veterinary Corps.  He owned and operated a small animal practice for 15 years.

Cookie Ketcham has a varied job history – probably because her favorite saying is “Another Day, Another Adventure”.  She hails from Denver, Colorado and has done many jobs such as counseling teen agers, ski patrol and ski instructor, founder and owner of two different men’s professional soccer teams, working for the Sheriff’s department at the West Palm Beach Airport, teaching gifted talented elementary students, director of a recreation center, was part of the Virginia Beach Fire Department for 10 years and is now part of the Office of Emergency Management.  She is a member of the FEMA Region 3 Advisory Council, the FBI Citizens Academy, is the Clinical Director of the Tidewater Critical Incident Stress Management Team, was awarded the third highest award in the Fire Department, the Medal of Merit and received the Commander’s Choice Award and the Golden Glove Award for the Oceana Air Show.  Cookie has been the Program Manager of the Community Emergency Response Team program in Virginia Beach for 15 years and says it’s the best job she has ever had!

Herbert Siefken is the current manager of CERT and Shelter for Cape May County, NJ. He managed the CERT run Shelter during Hurricane Sandy (+ first pet sheltering), Assistant CERT Trainer. James City County CERT: Community Manager, County Volunteer, County CERT Instructor, JCC Cart Manager, Virginia State Animal Response Team Planning Committee. Raised in Manasquan New Jersey and Ft. Lauderdale Florida and has a BA in Industrial Technology (Teacher of Industrial Arts) from Glassboro State College (now Rowan University) New Jersey and masters in Advanced Class Room Instruction (Teaching Online). He was a teacher at Cape May County Vocational Technical High School New Jersey 33+ years. He started in 1984 as a American Red Cross Volunteer and at times part time employee. His national disaster responses include NJ Shore Flooding 1991 & 1992, Rep for Cape May County ARC volunteer deployment for 911 (2001).
