Thank you for reaching out to Humane Animal Partners. Once you have completed the following form, we can let you know if we are able to help or provide you with additional resources.
Please note that incomplete forms and/or animals with serious behavior concerns (such as attacks/bites) will unfortunately not be considered.
Stray/Un-owned animalsWhile we do accept found animals into our care, if you are requesting the intake of an animal that is loose, cannot be caught, or you are concerned for the welfare of (but are not the owner of), unfortunately, Humane Animal Partners will not be able to assist, as we do not have an animal control contract for the State of Delaware, nor do we have legal authority to perform any kind of animal control or investigation of animal abuse. We also do not have the staffing or resources for this type of activity. Instead of filling out this form, please call the Office of Animal Welfare at (302) 255-4646. For more information about who to contact about animal cruelty and control, please visit:

Surrender FeeEach animal that enters our care is provided with everything they need to prepare for adoption. The costs can add up to a significant amount for HAP, and our adoption fees help us recover only a portion of these expenses. We have a recommended surrender fee of $75.
