東京大学では、経済的理由等でネット接続が不可能な、もしくは使えるネットの月間総量が著しく少ない東京大学の学生に限り、モバイル・WiFiルーター（月50GB制限付き）を無償で貸与しています。以下、趣旨を理解したうえで、該当者は申し込んでください。
The University of Tokyo will lend a mobile router (50GB monthly limit) as a remedy for those who have no other ways to access the Internet or have a severely limited data capacity. Please apply after reading and understanding the following explanation.

今セメスターの授業はすべてオンラインでスタートしています。キャンパスへの立ち入りが著しく制限され、その他の教育研究活動の殆どがオンラインで行われています。しかし、一部の学生については、経済的理由や住環境によりインターネット接続環境が整わず、ネットがほとんど使えないか、授業、研究、その他の大学での活動に不十分な通信容量しか確保できていません。
All lectures in this semester started online.  Access to inside campus is severely restricted and most educational/research activities are being conducted online.  However, some students suffer from a very limited Internet bandwidth or data capacity insufficient for taking classes, due to their financial and housing conditions.

そのような状況下で、本学ではモバイルWiFiルーターを限定数確保することができました。残念ながら、現時点で用意できるルーターの数は限られています。そのため、経済的理由等でどうしてもネット環境が整わない学生に限定し、このモバイルWiFiルーターの提供を行うことにし、応募を受け付けました。授業に限らない、研究教育活動を支援します。これまで同様ネットが一切使えない学生と、使えても容量が非常に少ない学生を対象とします。なお授業の受講に用いる場合、標準的なコマ数を勘案すると、前期課程・後期課程・大学院ではそれぞれ一月あたり40GB・30GB・20GB程度あれば、オンライン講義の受講には問題ないと試算しています。研究室のオンラインミーティングなどに必要な時間数にも十分な量であると試算しています。
Under this circumstance, we were able to secure a limited number of mobile routers.  Unfortunately, the number is limited at this point.  We therefore decided to offer them only to students who have no alternative ways to obtain a sufficient Internet connection due to, for example, their financial reasons.  This will support a wider range of educational/research activities.  As before, it targets only those who have no or a very limited Internet connection.  In our estimation the required data capacity for online classes will be around 40GB/month for students at the Junior division (freshmen and sophomores), 30GB/month for students at the Senior division (juniors and seniors), and 20 GB/month for graduate students.  They will be enough for group meetings of your laboratory, too.

この救済策の趣旨ですが、可能な限りすべての学生にオンライン授業にアクセスしてもらうこと、研究を遂行すること、大学メンバーとしてのその他の活動を支援することです。本学のすべての学生を一人も取りこぼさない、そのための最終手段であると理解していただきたいと思います。したがって、今回の募集でも、ネットが一切使えない、あるいはデータ通信量が上記の基準に足りずに不安を感じている学生を最優先にいたします。貸与希望者が貸出可能数を上回った場合は、学年や回答内容で選別させていただき、同基準の貸与希望者が多数の場合はランダム関数による無作為抽出により貸与者を決めさせていただく可能性もあります。また、主目的が研究の場合、研究室、専攻(学科)、研究科(学部)などでの支援が可能でないかということも合わせて検討してください。どうしても数が不足する場合は、授業の受講を優先することをどうかご理解ください。
The goal of this remedy is to have all students access online classes, conduct their research, and support other activities as a university member.  We beg your understanding that this is the last resort, to guarantee that no students are left behind.  Therefore, this time too, we put our priority to those who are really at a loss with little or no connectivity.  If the number of applications exceeds the available number, we will select based on their school years and answers, and if there are many with the same condition, we may resort to choose by lottery.  If your main purpose is research, please also seek for a possibility of supports by your research group, department, and graduate school (faculty).  If the demand exceeds supply, please understand that we will prioritize supporting those who attend classes.

今回、モバイルWiFiルーターの希望者については、皆さんを信頼して「自己申告制」を採用します。したがいまして、この救済策で可能な限り多くの学生にオンライン授業が届けられるかどうかは、困っている仲間を思いやる皆さんの気持ちにかかっています。今はとにかくネットが使えない学生をゼロにすることを最優先にしたいのです。皆さんのご理解と、ご協力により、学生皆でオンライン授業や本学の研究教育活動が始められることを期待しています。
Based on our trust on students, the application is based on "self-reporting".  Whether we can successfully deliver a help to those who really need it critically depends on your honesty and compassion for your friends in need.  We wish to make the number of students lacking connectivity zero.  With your understanding and cooperation, we are hoping to start and continue activities together with all of us.

After 1,July, we continuously accept the application for taking online classes.
Every Thursday, we will process applications received so far and send the routers to accepted applications.   Anticipate delays due to our workloads.

貸与は無償です。送料の負担もありません。ご自宅等のネット回線が整備され自己負担が可能な場合には返却してください。
No fee charged for the router or shipping. You will be requested to return the device once the University of Tokyo resumes regular classes, or if you have obtained an alternative internet access.
