What is a bounty? How is a bounty different than a governance proposal?  

A bounty should be a finite, completable task performed by one person or a small group of people (working group). Before suggesting a bounty, please attend a community meeting (these are held on Thursdays 12:30 PM/5:30PM EST in our discord).

This gives you a chance to understand how your bounty fits in with the immediate needs/goals of the DAO. It also allows interfacing with the GenomesDAO Core team.

Once you've filled out this form, you can expect to hear back from someone from the GenomesDAO core team in a few days.
