BMFA Membership
PANDAS is a BMFA affiliated club and as such all club members must be a member of the BMFA. The BMFA membership provides 3rd party public liability insurance. You complete your BMFA membership directly with the BMFA, either online or by telephone (links below):

You then request through the BMFA membership portal, to be added as a member of PANDAS.

CAA Registration / Article 16 Competency
From 30th November 2019, to fly any aircraft weighing over 250 grams (there are 1 or 2 exemptions), you must register as an operator with the Civil Aviation Authority (CAA) and display your operator number on your aircraft (current CAA operator registration fee £10.00). You must also hold proof of competency to Fly under Article 16. Proof of competency is not a practical flying test, it is check / test to make sure you understand the basic legislation. There are various ways to hold proof of competency including passing the CAA online test (Flyer ID), passing the BMFA online test (RCC) or holding a BMFA achievement scheme qualification obtained prior to 31/12/2020. You must have your CAA Operator number and proof of competency (if applicable) before you can join the club.

BMFA Registered Competency Certificate (RCC) or CAA DMARES Test

As of 1/1/2023 all new members joining PANDAS, within 3 months of joining the club, as proof of competency under Article 16, must take and pass either the BMFA RCC or the CAA DMARES online knowledge tests.

They are both 40 question online knowledge tests based on the CAP 722 legislation and Article 16 agreement. You need to get a minimum of 30 questions right to pass the test.

If you take the CAA DMARES test you will be issued with a CAA Flyer ID number. The club recommend you take the RCC. Full details are on the BMFA website (link below):
