A veteran promoter of VIP games in Macau confirmed to GGRASIA that he was back in on such a business deal "for about six months." In this case, MGM China Holdings Ltd, a Macau game concession company, is located in two properties, MGM Macau and MGM Cotai.

These activities are still allowed for government-licensed promoters. A Macau court trial is currently underway for Mr. Chow and 20 other defendants. Chan of Takcheon is scheduled to stand trial in December. Pacific Intermederio Sociedad Unipesolada, a junket company licensed by Mr. U, operates VIP plays in designated pits in MGM Macau and MGM Kotai. The activity is through a rolling chip program and does not involve a revenue split with concession partners, Mr U said.

He added that the current client list includes players from outside mainland China. Mr U told GGRAcia that the mainland's crackdown on "cross-border gambling" banned mainland customers from sourcing, issuing game credits or collecting debts from such consumers, posing a "great risk" to anyone who could try it.

The rest of the game facilitators working in the Macau market face "limited" licensing conditions and regulatory requirements, Yoo noted. The new conditions are set out in a new integration bill called "the regime for accidental game development." The bill is likely to be considered for the second and last time by November, Macau's legislator Chan Chak-mo told reporters in August.

In the bill, the Macau government suggested that Macau game promoters can only work with one Macau casino concessionary. The government has also proposed banning casino revenue splitting between Junket and cooperative casino concessions.

Mr. U told GGRASIA that there was uncertainty clouding the sustainability of his junket business: the final version of the bill that stipulates regulatory conditions for junkets, and the result of an open bidding process in which six sitting Macau casino operators seek each other to secure a new 10-year concession period.

GGRASIA has now asked six casino operators in the city to check which junkets they are currently working with. We didn't get a response from any of them until this story went online.

Several Macau casino operators have previously confirmed the end of their partnership with Junket operators since December last year. The retreat in the junket sector coincided with the closure of all VIP rooms in SunCity Group, then a major junket promoter.
