Call for sites: EV charging at Parish and Community car parks in Devon

Introduction 

National policy supports the role of the public sector in enabling the transition to Electric Vehicles (EVs) as the sale of new petrol and diesel cars is due to end in 2035.  The draft Devon EV Charging Strategy 2022 recognises that a key barrier to the uptake of EVs is the availability of suitable charging infrastructure.    As more households without off-street parking acquire EVs, the need for publicly accessible chargepoints grows.  The strategy recommends that DCC should deliver 2,000 chargepoints by 2030, with a focus on public chargepoints for use by residents. 


Devon County Council (DCC) have been provisionally allocated £7m by the Department for Transport’s Local Electric Vehicle Infrastructure (LEVI) fund, and are working with district councils and others to develop the project. This project will enable Devon local authorities to deliver chargepoints across the county over coming years in parish and community car parks, local authority car parks, and on-street locations. 


Parish and community car parks are important infrastructure serving our communities and enabling access to jobs and services. Equipping these facilities with up to date and accessible EV chargepoints serves both to ensure communities can have opportunities to charge their vehicles and to support the rapid transition to EV needed to achieve Devon carbon emissions targets.


Call for sites 

DCC are now seeking Parish Councils and community groups interested in hosting an Electric Vehicle charging point in a car park they own. We understand that many Parish, Town Hall, and Community Hall car parks are owned by community trusts, and these sites will also be eligible. If you are interested in hosting an EV chargepoint please complete the form linked below. DCC will then assess the sites and provide feedback and further details. An outline of the proposed chargepoint type, car park requirements, and proposed delivery approach is set out below.

At this stage, there is no binding commitment needed to the project by parish councils or community groups as this is only a call for sites.

Call for sites – EV charging in Parish & community car parks 

Chargepoint type  

  • The chargepoint type will be considered on a site by site basis, however, we anticipate the majority of sites will be suitable for 7-11kwH chargepoint with 2 sockets.  In a limited number of cases rapid 40kwH+ chargepoints may be appropriate, with a chargetime of 20-30 minutes.

Car park requirements 

  • The car park must be accessible to residents and the public, ideally at all times of day. 
  • Accessible by a short walk for residents without off-street parking 

 

Delivery approach 

A number of approaches to delivering EV chargepoints in parish & community car parks were explored in discussion with a number of Devon parish councils. The preferred approach is set out below: 

DCC will procure a chargepoint operator to design, build, operate, and maintain a chargepoint using a concessions agreement.   

  • The landowner (in this case the Parish Council or community trust/group that owns the car park) enters into a 10-15 year lease with the supplier and receives a share of the income from the chargepoint. 
  • DCC manages the contract and performance of the chargepoint operator for the duration of the lease.  At the end of the lease, the arrangement could be renewed, a new provider found, or cancelled altogether. 

Timescales 

  • The application to central government be submitted at the end of November.
  • Following procurement of chargepoint operator(s), delivery of the chargepoints is currently anticipated to be between 2024 and March 2027.
