An online questionnaire has been used for reporting progress by SAICM stakeholders in implementation of the Strategic Approach to International Chemicals Management (SAICM) since 2009. Three progress reports (PR1 2009-2010; PR2 2011-2013; PR3 2014-2016) were prepared based on the information submitted by stakeholders through this online questionnaire and supplemented by international and other data sources.
The online questionnaire consisted of two sections of the general information and contact information sections and then five sections each covering one of the five Overarching Policy Strategy categories (including five Strategic Objectives and the 20 indicators agreed by ICCM2).

For this purpose, the secretariat is collecting feedback on stakeholder experiences with the online questionnaire. The Independent Evaluation of SAICM indicated that there has been limited reporting over the years using the online questionnaire. In fact, the number of submissions via the online questionnaire significantly decreased over the years from 40 percent government responses in the period 2009-2010 to 28 percent for the period 2014-2016.
As a result, to understand the underlying reasons in low reporting rates, the secretariat has prepared this short survey to evaluate the experience of the stakeholders with the online questionnaire. Your responses to this online survey will significantly help to improve the future reporting mechanisms. The collected responses will be carefully analyzed by the secretariat and will be included anonymously in the SAICM progress report for the period 2017-2019.
