Declaration: Access Without Fear Access to Vaccines in Ontario
Many COVID-19 vaccination sites have agreed to and support ensuring access to COVID-19 vaccines for people without OHIP, including undocumented residents, migrant workers, and refugee claimants residing in Ontario. Yet, significant challenges remain related to access, booking, safety, and privacy. In our collective experience, even within community-led clinics, many barriers persist for individuals who do not have an OHIP health card or other valid government-issued ID or those that are reluctant to share their identifying information for fear of detention and deportation. These barriers hinder or prevent undocumented people and migrant workers from accessing the vaccine. The recommendations below should be adopted by all vaccination sites to ensure migrant and undocumented residents have safe, dignified access without fear to the COVID-19 vaccines.
 
Our goal is to develop and distribute a list of vaccination sites where we have confirmation from senior site leadership that all migrants including undocumented residents can receive access to the vaccine in a safe, dignified way. Any vaccination sites promoting their services as accessible and safe for migrants including undocumented residents are encouraged to implement the recommendations and standards outlined below to ensure best practice and migrants’ safety.

Vaccine Memo
We will issue an agency-wide internal memo and train all administrative and front-line staff on vaccine access responsive to the particular needs of migrant and undocumented residents -- Access Without Fear. Specifically, we will ensure that all staff, volunteers and departments within our organizations, especially those facilitating, coordinating, and staffing vaccine clinics, are aware of and complying with the below standards. *
No OHIP Required
There are NO OHIP requirements to get the vaccine at our site. OHIP cards and numbers are not required. If someone has an OHIP card, they are encouraged to present it, but it is clear to all staff, patients and volunteers that OHIP is not required. *
No ID required
We trust the information provided to us and do not require identification *
If your site requires identification: Alternative ID Required
We require alternative ID including but not limited to: (1) Government-issued photo identification from any country, such as a driver's license, passport, Status Card, refugee identification, or other provincial health cards. These documents do not need to be valid. (2) Mechanisms for tracking identity to deliver two vaccines, such as email addresses, library cards, food bank cards, other association's cards, or an identity verification letter from a community agency (i.e., social worker, healthcare provider, settlement worker, etc.) or written attestation if the person has no ID. A clear announcement in all appropriate languages outlining what the ID will be used for will be available at sites of registration. *

Address is not required
Individuals do not need to provide their addresses for vaccination. Will input the agency address or another offered by the client if an address is a required field. *
If your site requires verification of address for eligibility requirements (e.g. by postal code for hot spot site): Individuals do NOT need to provide their addresses for entry into CoVaxON or another database in order to receive vaccination
This address/postal code verification process will be completed by community ambassadors/community agency staff, in advance and separate from the registration process, with a clear explanation that this information will NOT be entered into CoVaxON or another government database. If an address is a required field on some form, the agency address or another offered by the client can be entered as an alternative.

Method of contact for the 2nd dose
We are clear and transparent with all migrants, including undocumented, that the only information required is a method to contact them for their second dose (i.e. a valid phone number or an email, which can include the contact information for someone else or a trusted organization that they can liaise with). *
Sharing information with immigration enforcement
We have ensured that our organization, staff and volunteers will not share any information with immigration enforcement. *
We will work to minimize police presence at clinic site where possible to ensure migrant and undocumented people feel safe accessing vaccines. *
Consent forms
Our staff and volunteers will clearly explain consent forms and will be transparent about what personal information will be collected in the COVaxON database. *
Interpretation services
Individuals have access to appropriate interpretation, if required, from the first point of contact and throughout the vaccination process. *
