A Community of Interest is a group of people who share common social or economic interests, live in a geographically definable area, and should be included within a single trustee area for purposes of effective and fair representation in future elections.  Such groups include (but are not limited to) groups with cultural or historical bonds; shared racial, ethnic, or religious identities; neighborhoods; or a shared vision of the future of a community.
