This assessment is to ensure you have an understanding how the Glenreagh Mountain Railway Safety Management System works. Before you start you need to obtain a copy from the Rail Safety Manager the following SMS documents:
  • GMR MAN 001 Main SMS Manual

  • GMR SOP 003 Standard Operating Procedure  for Track Based Machine Operations

  • GMR FOR 003 Forms - Track Inspections

  • GMR STA 001 Permanent Way Maintenance

  • GMR REG 002 Risk Register

You can use other documents from other railway operations from the same State instead of the GMR SMS such as safe working and track standards on the GMR Branch Line? *
The SMS Manual document contains all the information you need to understand the GMR SMS and you don't need to read any other documents. *
Each section of GMR Manual relates to section that is required for accreditation under the National Rail Safety Act.   *
Do you have to read all the documents related to the task you are planning to undertake to understand how to work safely with rail based activities? *
The Standard Operating Procedure document provides you the steps and policies to guide you in undertaking that task. It is also used as a training manual for that task.   *
Access to the track is governed by the Glenreagh Mountain Rail Track Access Policy. *
Risk management is based on a Task Risk Assessment (TRA) will be completed by the Rail Safety Manager on all GMR activities.
The TRA will be used to develop one or all of the following:
● Standard Operating Procedures (SOP)
● Safe Work Method Statement (SWMS)
● New or updated Policies and Procedures.

Drugs and alcohol are banned from all GMR work sites.

The track standards are divided into two Track Standards:
Heavy Rolling Stock – trains and rail motors
Ultra-Light Rolling Stock – track machines <5T, Hi-Rail Equipment for track repairs, trikes, rail
bikes and mini-trams <5T

Track Standards for Ultra-Light Rolling Stock operations covers the following sections:
Compliance
Policies
Measuring
Frequency of Inspections
Frequency of Maintenance
Sleepers and Timbers
Rails and Joints
Fastenings
Ballast
Level Crossings and Take Offs

GMR STA 001 Permanent Way Maintenance provides you the information for the minimum standards for rolling stock that can operate in that section of track and what actions and priority time frame is required to make repairs.

Maintenance Log Form is to track repairs and maintenance of track work.

Track Inspection Form is there to record when the track falls outside these minimum track standards for that section of track.

Where do you find information about minimum track standards and how to measure gauge and sleeper spacing?  *
GMR STA 001 Permanent Way Maintenance provides you the track standards that is best standard to operate rolling stock not the minimum standard to operate rolling stock.

Are the GMR Permanent Way Maintenance Track Standards the same as ARTC Mainline Track Standards?   *
Why are GMR Track Standards different to ARTC Track Standards? *
When completing Track Inspection Form and you find a section of track that falls outside the minimum standard you are to record the type of fault, the priority of repair and clearly mark the site on the sleeper with marking paint.  *
Once you have completed a Track Inspection Form you must brief your supervisor of the faults and location of the faults.  *
The Risk Register is based on the Risks for each Task.  *
The Risk Register is always under review and changes will be made when new risks are identified.  *
If a new Task is planned to be undertaken a new section is added to the Risk Register *
In the Risk Register the following are keys sections:
Description of Task
Risk Assessment Team members
Rail Safety Manager’s Actions to Manage Risks
Date Actions Complete and what Documents are relevant.

SWMS is the same as Risk Assessment *
If you can't understand a section in a SMS you must contact your supervisor or the Rail Safety Manager and ask questions. *
You will never be in trouble or actions taken against you if you report an incident or near miss.   *
If there is change in operations or activity planned for the Rail Corridor you must follow the Change Management section in the SMS before this change is undertaken. This could be extending the section of track planned for heavy rolling stock or planned public train operations.  *
