Strategic Fuels Reduction Cost Share Reimbursement App
Grand County Wildfire Council (GCWC) is offering a Strategic Fuels Reduction Cost Share Program for wildfire risk mitigation, giving collective groups of private property owners, large parcel property owners, and others as identified by GCWC the opportunity to apply for cost-share funding. 

Description of Strategic Fuels Reduction: The purpose of this program is to complete meaningful and strategic fuels landscape and community treatments as identified in the Community Wildfire Protection Plan to reduce wildfire risk. Grand County Community Wildfire Protection Plan (arcgis.com)
  • This program supports the completion of landscape scale, community level, and large parcel projects with a focus on connecting fuels reduction treatments and fuels break treatments, as well as gaining a foothold in new areas to support future mitigation. The program emphasizes protecting critical infrastructure, access routes, structures, and vital resources within extreme, very high, or high risk areas such as those identified in the Grand County Community Wildfire Protection Plan.
Funds are limited and projects are reviewed by the GCWC Board of Directors for alignment with program goals. Applications will be accepted on an on-going basis, until available funding has been expended.

An application is required prior to any work being completed in order to be eligible for reimbursement under the Strategic Fuels Reduction program. Other requirements will vary by project.

Strategic Fuels Reduction Cost Share Application Process
  1. Large parcel owner and/or community representative completes the below application.
  2. GCWC receives the application and reaches out to Applicant to further discuss the project. If a Home/ Community Wildfire Risk Assessment is needed, it will be discussed with the applicant at this time. Applicant takes "before" pictures.
  3. Applicant sends project out to Tree Contractor(s) for bid after discussing project scope with GCWC (see list of contractors on GCWC website under Resources). 
  4. Tree Contractor(s) provide bid(s) for fuels reduction work to applicant.
  5. Applicant selects Tree Contractor.
  6. Applicant submits application, assessment (if applicable,) and contractor bid to GCWC for funding consideration.
  7. GCWC Board of Directors reviews project against program goals and available funding.
  8. If funds are available and the project is approved by the board, GCWC provides an award letter outlining allocation of funds to applicant/ community in recognition of program parameters. Many of GCWC grantors reimburse up to 50% of the cost of wildfire risk reduction work, and the GCWC Board will determine reimbursement allocation based on various types of grant funding available and strategic importance of project. If project is not approved, GCWC will provide a letter outlining why the project was not approved. (Typically, this would be if funding is exhausted, or project does not align with program goals.)
  9. Tree Contractor completes project and Applicant pay(s) contractor.
  10. Applicant submits before and after pictures, proof of acreage treated, receipts and proof of payment, and a W-9 to GCWC. GCWC reserves the right to verify the final acreage treated.
  11. Once the project is complete, GCWC will submit a request to our grantors for funds disbursement and notify the homeowner. Applicants should plan for a minimum of 60 days for reimbursement turnaround once they are notified that GCWC has submitted their project to our grantors.
Additional Requirements (Varies By Project):
  • Home/ Community Wildfire Risk Assessment with a Fire District or GCWC employee. This assessment may be required and may include items that the applicant/ community can complete on their own. If completed, this assessment should be used by the Tree Contractor(s) to complete the project bid.

IMPORTANT REMINDERS
1) Our program is a REIMBURSEMENT program, meaning that the project must be complete and entirely paid for by YOU before we will reimburse. NO funds are guaranteed in advance of project completion. GCWC will only reimburse projects completed in the same calendar year as the date of application.
 
2) Because our funding sources for this program are limited, we may not be able to fully fund large or expensive projects. If you have a larger project, you may want to consider spreading the work out over several years by doing smaller bits of the entire project each year.

  • At minimum (2) digital pre-work photos and two (2) digital post-work photos of the project area. Photos should be taken from the same location and perspective if possible.
  • Proof of acreage treated. GCWC reserves the right to verify the final acreage treated in person.
  • All receipts for payments made as well as proof of payment.
  • W-9 submission to GCWC.

Additional Required Actions
--Relocate firewood at least 30 feet away from homes/ structures (if applicable).

--Clear flammable debris from gutters and roofs (if applicable).

--Mow grass to a height of four inches or less for at least the first 15 feet surrounding homes/ structures (if applicable).

--Rake/remove pine needles and other flammable debris away from homes/ structures (if applicable).

--Remove flammable material from underneath any elevated decking (if applicable).

--Agree to maintain your defensible space/ fuels reduction and regularly address items above.
