Background
A new coronavirus is currently spreading around the world. China, where the virus originated, has used extensive measures to control it. Reportedly, people are tracked using their phones and required to stay at home. If someone is found without their phone outside their home, they are hauled away in a metal cage.

Many people in other countries view measures like this negatively, but in China, these measures seem to have been successful in controlling the virus.

The mortality rate from the new coronavirus is highly dependent upon patient age and medical treatment. The recorded mortality rate is also sensitive to how many infections are not detected due to lack of testing. At this time, Singapore has 178 total cases, with 96 of those recovered and 0 deaths, while Italy has 12,462 total cases, with 1045 of those recovered and 827 deaths (7% mortality rate). Young people who are infected could have less than 1% chance of dying from it, while people over 80 years old could have greater than 10% chance.
