WHEREAS:
- the Executive Committee of the Hong Kong Quidditch Association (the “Executive Committee”) has given offers to a number of players in January 2020 and February 2020 pursuant to the Team Hong Kong Selection Policy for IQA Quidditch World Cup 2020;
- not all applicants who applied under the Team Hong Kong Selection Policy for IQA Quidditch World Cup 2020 have received an offer; and
- there are insufficient candidates with sufficient merits to play as beaters;

THEREFORE, the Executive Committee has decided to:
- open a special round of application (the “Special Round Selection”) for being a player of the national team representing Hong Kong in the IQA Quidditch World Cup 2020 (the “World Cup”) in Richmond, United States of America (the “Team Hong Kong”) for the purpose of selecting two players who play well as beaters (or if no such selection can be made, any other suitable players);
- further deal with the applicants who have not been given an offer in the previous round;
- set up a special commission to carry out the tasks under this document (i.e. the Team Hong Kong Selection Policy for IQA Quidditch World Cup 2020 (Special Round and Miscellaneous Provisions)) in an expeditious manner.
