Livable Tarrytowns: Make the McKeel Ave - Route 9/Broadway Intersection Safe for All

Letter to NYS Department of Transportation (DOT)

To the Leadership and Staff at the NYS DOT,

We, the undersigned residents of the Tarrytown and Sleepy Hollow community, are very concerned about pedestrian and bike safety on the Broadway/Route 9 corridor. The McKeel Avenue intersection is one of the most dangerous intersections in our villages and we are pleased to hear that the DOT is considering an “emergency project timeline” to upgrade the intersection with curb extensions (sidewalk bulbouts/bumpouts). We strongly encourage you to move forward with this project immediately.

At the same time, we believe that the emergency project should include a median refuge. Median refuges have been shown by the Federal Highway Administration to reduce pedestrian crashes by 56%, due to the following benefits: they significantly reduce the distance pedestrians have to cross, as they only need to cross one lane at a time; pedestrians only need to monitor one direction of cars at a time; cars only need to monitor a short pedestrian crossing area; median refuges stop cars from passing on the left; they slow traffic to safe speeds; and they can provide a pocket in which left turning vehicles can safely wait without blocking through traffic. In addition, it is our understanding that median refuges can be designed using jersey barriers or other similar temporary infrastructure, allowing it to be done on a pilot project basis and within the emergency project timeline. 

At the same time, curb extensions and median refuges are not the complete solution for that intersection. The McKeel-Broadway intersection needs a better and more comprehensive redesign that should come out of the DOT-led Route 9 Complete Streets engineering process, which will take several years to be implemented (https://www.dot.ny.gov/route9completestreets). Accordingly, we view the emergency McKeel project as a starting point, not an end point. 

We recommend the following process for addressing this dangerous intersection: First, a rapid response phase within the DOT emergency project timeline using temporary sturdy materials to construct sidewalk extensions and a median refuge; Second, an optional interim phase, where the temporary materials are replaced with standard construction materials; and Third, a more comprehensive redesign through the Route 9 Complete Streets effort.
