The INSPIRE program was created based on the idea that stronger schools lead to stronger neighborhoods, and stronger neighborhoods lead to stronger schools.

INSPIRE stands for Investing in Neighborhoods and Schools to Promote Improvement, Revitalization, and Excellence. This program focuses on the quarter-mile area around each of the modernized schools that are part of the 21st Century program. The INSPIRE program is led by the Department of Planning and area plans are created and implemented in partnership with many City agencies and community partners. 

The Planning Department will be using feedback from public outreach to draft recommendations for the Medfield Heights INSPIRE Plan. This form is one way to provide feedback and recommendations to Planning staff. 

Below are the six main categories for INSPIRE plan action times. Please share your recommendation ideas, comments, questions, or suggestions in one or more goals.

INSPIRE plans include recommendations for how to improve the surrounding neighborhood environment and improve quality of life for students, their families, and all neighborhood residents. By focusing on a small geographic area, INSPIRE plans can include recommendations for specific, actionable public investments to the surrounding neighborhood. Each plan identifies both short-term and long-term recommendations:

  • Short-term recommendations are public improvements that can be made in a short time period with little to no cost. Special attention is paid to physical improvements and maintenance to the perimeter of the school site and to the primary routes leading to the school.
  • Long-term recommendations articulate the community’s vision and further address environmental, social, and economic conditions.

Below are the six main categories for INSPIRE plan action times. Please leave your personal recommendations, comments, questions, or suggestion for each of the subject areas for review by the Department of Planning.

Invest in Housing and Market-Strengthening Development Opportunities 
e.g. support redevelopment of a vacant building, market area home-buying opportunities
Improve Safety
e.g. improve lighting near school
Create Connectivity and Access
e.g. reduce speeding on area streets, install new crosswalks
Create Opportunities for Health and Wellness
e.g. repair area playground equipment, support improved healthy food access 
Create an Environmentally-Sustainable Neighborhood
e.g. expand school recycling, create a new community garden

INSPIRE program staff and planners are gathering feedback through the spring.  Please invite us to your next community meeting!
We expect to share a draft recommendation report in the late spring 2024 with the goal of seeking adoption by the Baltimore City Planning Commission before the end of 2024. Your feedback is critical in this process!
