Take action to defend Missouri efficiency programs, support approval of Ameren's energy efficiency programs

Please join us in asking the MO Public Service Commission (PSC) to approve Ameren Missouri 's proposal for an energy efficiency portfolio that will help its business and residential customers save money and improve their buildings.

The MO PSC is the state regulatory agency that provides oversight for Ameren and other utilities. As required by the Missouri Energy Efficiency Investment Act (MEEIA), utilities like Ameren are required to submit a proposal and get approval for their energy efficiency programs. Whenever a utility submits an energy efficiency portfolio (a group of energy efficiency programs) to the MO PSC has a process to hear comments and testimony from interested groups and the public.

Some Missouri regulators are pushing for Ameren Missouri's energy efficiency programs to be eliminated after more than a decade of helping customers save money and allowing owners to make their buildings more efficient. Opponents of energy efficiency programs argue that recent Federal incentives under the Inflation Reduction Act (IRA) mean that we no longer need utility rebate programs.

We disagree, for the following reasons: 
  1. Energy efficiency is the lowest cost resource for utilities to invest in; reducing the power a building consumes means the utility has to produce less power, saving all ratepayers money long-term.
  2. The IRA resources are temporary and limited in dollars; we should not be doing away with Ameren Missouri's well-established program branding, energy efficiency staff, and market experience when they will be needed again in a few years.
  3. The electric utility is still the first place many customers turn to when they need help reducing their bills; Ameren has a role to play in directing customers to federal resources, and they cannot fulfill this role if they have no energy efficiency staff.
  4. Utility programs and Federal resources should be allowed to stack and be used in combination, in order to reach the customers least able to take advantage of energy efficiency due to the upfront cost barrier. This is particularly true for the Multifamily Income-Eligible and the Single-Family Income-Eligible programs that Ameren proposes.
