PROGRAM EXPECTATIONS AND CAMPUS REGULATIONS FOR GEORGETOWN DEBATE SEMINAR STUDENTS                

                  

Philosophy

Rules and regulations provide the basis for a reasonably ordered campus life.  The mere observances of rules, however, without the cooperation and personal appropriation of the values they protect, falls short of what Georgetown hopes for everyone who is part of the campus community.  Honesty, integrity, responsibility, and respect for persons and property, especially property belonging to the community, identify members of the Georgetown community. Acting against these values diminishes the understanding of community. Such action, because of the injury it does to the community, is taken seriously here at Georgetown, and is handled fairly yet firmly.


Procedures

Participants in all summer programs for pre-collegiate students are bound by the standards of conduct listed in the Georgetown University Student Code of Conduct and the Terms and Conditions of Occupancy of University Residences.  The Student Code of Conduct is available on the University’s website at http://studentconduct.georgetown.edu/code-of-student-conduct.  In addition, Program participants must comply with the Program Expectations and Campus Regulations as detailed below.  In the event of a conflict between the rules listed in either the standards of conduct articulated in the Code of Conduct or the Occupancy Agreement and the rules detailed herein, the Program Expectation and Campus Regulations for Pre-Collegiate Students shall govern.

Harassment, Bullying, and/or Assault. Students are strictly prohibited from engaging in harmful behavior against others, including other students. Any deliberate or irresponsible conduct (physical, verbal, electronic, or otherwise) which causes or could cause physical harm, or would place a reasonable person in fear of imminent physical harm, is prohibited. Additionally, engaging in severe, pervasive, or objectively offensive conduct which prevents or effectively prevents another person from participating in Georgetown programs or activities is prohibited. Finally, this prohibition includes any harassment or misconduct of a sexual or sex-based nature. Anyone who is aware of a potential violation of this rule must report such behavior to the Institute Director immediately.


In the event that Program participants violate either the Program Expectations and Campus Regulations or the Code of Conduct, they will be subject to discipline. The Summer Resident Counselors and Georgetown Debate Seminar Staff are required to report any and all misconduct and infractions of the rules described below to the Institute Director.  The Institute Director will investigate the alleged violation and impose sanctions which may include, but are not limited to, written reprimands, fines, work sanctions, restriction to the residence halls (“grounding”), expulsion from the residence halls and/or the Program, as appropriate, for any and all misconduct or infraction of the rules.  He/she may also notify a student’s parent/guardian of any misconduct or infraction. 

If a participant’s misconduct warrants expulsion, this decision will be made by the Institute Director.  A student expelled will be withdrawn from his/her institute activities and his or her parents/guardian will be contacted.  In the event of expulsion, parents/guardians must make arrangements for their child to leave campus within 24 hours.  No refunds will be granted to students who have been dismissed from the Program.


Rules

  1. Quiet. Students are expected to maintain a mature manner in the corridor at all times.  An atmosphere of quiet is especially to be maintained between the hours of 11:00 p.m. and 9:00 a.m.  Although we welcome students to work together in small groups or individually during this time, radios, stereos, and voices should not be heard outside the room.

  2. Curfew. Curfew hours will be announced on the first day of camp. Counselors will make room checks at the designated curfew hours.  Anyone who is absent from his/her room at the time of check, or who leaves his/her room after the check, may be subject to disciplinary action as outlined above.

  3. Alcohol and Drugs.  Students are strictly forbidden from possessing or consuming alcoholic beverages, purchasing alcoholic beverages, asking others to purchase alcoholic beverages, or attending an establishment after 9:00 p.m. (i.e. a party, bar, or restaurant) where alcoholic beverages are served.  Likewise, students are prohibited from possessing or using illegal drugs and drug paraphernalia. These rules apply during the entire period the student is attending the Georgetown University program, regardless of whether the student is on campus or off campus.  These rules are strictly enforced and if violated, will result in dismissal from the Program. 

  4. False identification.  Students shall not falsely represent their age in any way for the purpose of drinking, possessing, purchasing or attempting to purchase an alcoholic beverage.  Specifically, students shall not possess or use false identification documents to drink, possess, purchase or attempt to purchase alcoholic beverages or to gain admission to an event or facility that serves alcoholic beverages.  Any false identification cards or documents will be confiscated and disciplinary action will be taken.

  5. College Parties.  Georgetown Debate Seminar students shall not be permitted to attend parties of college students either on or off campus.

  6. Smoking.  Smoking is prohibited by law for minors under the age of 18.  Accordingly, a strict non-smoking policy will be enforced at all times during the summer programs for pre-collegiate students.

  7. Guests.  Guests from outside the institute are not permitted to visit student’s dorm rooms without permission from the Institute Director.

  8. Damages.  Students are responsible for the care and condition of the rooms and corridors they occupy, including but not limited to the walls, floors, carpets, furniture, etc.  The rooms and corridors must be left in move-in condition upon departure.  Students will be held financially responsible for the cost of repairs for any damages and the cost of any special cleaning needed to return the room or corridor to their move-in condition.  The need to and costs of any such repairs or cleaning is within the sole discretion of Georgetown University.  In cases where the responsibility for damage cannot be attributed to specific persons, the cost of the damage will be divided among all residents responsible for the area in which the damage occurred. 

  9. Maintenance of Rooms.  All students are expected to maintain their rooms in a clean manner and free of excessive debris and trash.  In addition, all students are obliged to maintain their rooms and otherwise comply with the Terms and Conditions of Occupancy of University Residences which are listed on the back of each student’s housing agreement.  Each student will be asked to sign a housing agreement at the time of check-in.

  10. Fire Safety.  The University views the setting off of false fire alarms or the improper use of fire fighting equipment (fire extinguishers, exit signs, etc.) as a very serious breach of fire safety regulations.  Any student who so jeopardizes the safety of the community in this manner, or who sets fire to any combustible material may receive any or all of the following sanctions: A $75.00 fine; Work sanction; Expulsion from the residence halls/program; and/or Any other disciplinary action the Summer Counselor Coordinator deems necessary.  Residents of the entire floor will be sanctioned equally in the event of an unknown offender.  

  11. No firearms, ammunition, or flammable liquid shall be permitted in any building.

  12. Roofs.  Students are not permitted on the roof of any campus building.

  13. Leave Policy.  Students are not permitted to spend nights away from campus except for very special cases where the student has specific, written permission from his/her parent or guardian and has presented that written permission to the Institute Director in a manner consistent with the Excused Parental Leave Policy.  A copy of this procedure is being included with these materials.  The procedure will be strictly followed; any student who does not receive written permission from a parent/guardian and present it in the manner specified by the policy will not be permitted to leave campus.

  14. Mandatory Classes and Events.  Prompt attendance at all lectures and seminar events is mandatory.  

  15. Changes and Additions.  The Institute Director has the right to add or make changes to these rules and regulations as deemed necessary to help preserve the spirit of the community.  Any changes will be promptly communicated to the students.
