The City of Perham is considering applying for home improvement funds to assist homeowners in making needed repairs. We need your help! The Small Cities Development Program funding is extremely competitive.  

This survey will assist us in identifying if there is enough need demonstrated in your neighborhood to be competitive for the funding.  

Funds can be used for furnaces, wiring, plumbing, roofing, windows, doors, siding, accessibility, etc.  Homes must have improvement needs beyond basic maintenance items.  Funds cannot be used for “remodeling”.  Homeowners will be required to obtain competitive bids from licensed contractors for their rehabilitation project.

The Small Cities Development Program would provide the qualified homeowner a deferred loan (no payment or interest) for home improvement needs up to a maximum of $25,000.  A lien will be placed on the property for the period of the deferred loan.  If the property is sold, transferred or otherwise conveyed within 10 years, all or a portion of the principal amount of the loan would be required to be repaid to the City of Perham.  After 10 years, no repayment is due, and the deferred loan is forgiven.  Unfortunately, duplexes and mobile homes along with properties held in trusts do not qualify for the program.  Property must be owner occupied, located within city limits, and current on mortgage payments and property taxes. Properties that are being purchased on a Contract for Deed will be eligible for rehab so long as both parties meet the income qualifications.

An example of possible financing for projects are as follows:

Example 1: Staff determines that the homeowner has a $0 debt service ability
                       Total Project Cost $25,000
SCDP Share (maximum) $25,000

Should the total project be more than $25,000, it will be responsibility of the owner to secure additional financing.
