Motorcycle Call for Ideas Expression of Interest

Introduction

Vision Zero South West is a collaboration of agencies working together to make the road network of Devon, Cornwall and the Isles of Scilly safer for all road users.  By 2030 we want to achieve a 50% reduction in the number of deaths and serious injury, but ultimately, ZERO is our goal.  As a Partnership we will be led by evidence in terms of where to focus resources in order to achieve this vision.

Motorcycle death or serious injury is a particular concern for Devon & Cornwall.  Between 2019 - 2021 we tragically lost 33 riders (23.5% of all fatalities) and a further 566 were seriously injured (27.5% of all serious injuries). Given that riders represent around 1% of road users overall, they are significantly overrepresented when it comes to injury. A deep dive of stats has identified two principle areas of concern:

Profile A – 16-24 (years old) riders on lower capacity motorcycles
Profile B – 25-69 (years old) riders on higher capacity motorcycles

VZSW Opportunity

We are looking to work with communities and/or business to research, provide training or deliver projects focused on enhancing rider safety.  As part of our wider investment in this area, we have a small grant funding programme, valued at £50,000 and are seeking applications from organisations and/or community groups who can work with us to reverse this trend.  

The maximum grant is £10,000 and must be able to be complete by 31st August 2024.

Grants will be paid retrospectively and upon evidence of defrayal of costs. Please contact us before submitting an application if this presents difficulties.

Please complete the following EOI by 5pm Tuesday 23rd May.  Successful applicants will be told on 15th June.

We will stay in touch regularly with all successful applicants to secure progress updates to report to our Board.

It will also be a requirement of the grant funding to share evaluation outcomes with VZSW (adhering to any GDPR requirements) and work with us on media opportunities.

Project Exemptions

VZSW is not able to fund projects under the following circumstances:

Where tangible road safety benefit cannot be delivered/measured
Already have a viable confirmed source of funding
Delivering a project already provided as a statutory duty
Fund projects in excess of £10,000 unless the additional sum is secured as a match fund and evidence is provided
Where an applicant can’t claim funds retrospectively (evidence of costs are required to support claims)
Where project completion is beyond 31st August 2024
Where a project requires support from a statutory body such as Local Authority or Police unless this is secured and provided at the time of the application.  An example how this might apply would be placing signage on the road network.  If you are unsure please make contact with us prior to submitting your application.
