Public Comment Being Accepted Regarding Revisions to the Administrative Policies of the Standards and Guidelines

On May 12th, 2023 the Domestic Violence Offender Management Board (DVOMB) reviewed and approved revisions to Section 9.0 to be sent out for public comment.  At this time, the DVOMB is requesting public comments on these proposed revisions. The Board is offering all stakeholders the opportunity to comment and the Application Review Committee will be reviewing the public comments at a future meeting in 2023.

What changes are being proposed? 

These changes reflect the new statutory mandate to conduct Standards Compliance Reviews on 10 percent of Approved Providers every two years. This mandate was included as part of the sunset recommendations made by the Colorado Department of Regulatory Agency (DORA) and were adopted in the legislation that continued the DVOMB. The proposed changes implement this new mandate by creating three levels of Standards Compliance Reviews that can be administered by the Application Review Committee (ARC) of the DVOMB. The proposed changes also now allow for the ARC to investigate the complaints it receives against Approved Providers. Under the current Administrative Policies, the ARC is reliant upon DORA to process and investigate investigations with input from the ARC. The DORA complaint process can take anywhere from 6 to 24 months to resolve. Shifting the process for investigating complaint related to DVOMB Approved Providers intends to expedite the resolution of complaints. Language modifications that correspond to the proposed revisions to Section 9.0 are being recommended in the Administrative Policies for consistency purposes. Definitions for Active, Inactive, and Not Currently Practicing have also been added. Finally, requirements from Section 10.0 are proposed to move from Section 10.0 to the Administrative Policies because they more closely align with the content of the Administrative Policies.
