促保險公司盡社會責任 提名其他參選人免「零票自動當選」

2020年立法會功能界別參選人提名期將於2020年7月31日結束,保險界別上任立法會議員陳健波已於7月21日遞交報名參選。若提名期結束前,其他參選人仍未能獲得10張提名票,陳健波很大機會一如以往,在無競爭的情況下自動當選。我們期望立法會保險界別不會再度出現「零票當選」的情況,因此發起聯署, 促請各擁有立法會(保險界)功能界別提名權之保險公司盡企業社會責任,給予其他準候選人提名票,讓保險業界有投票的機會。

立法會功能界別議員有責任將業內人士的聲音帶入議會,在不同的社會、經濟、民生議題上為業界發聲,惟立法會保險界別議員並非由逾10萬從業員一人一票選出,而是由全港134間保險公司投票選出,過去不少保險公司亦沒有參與提名或投票,造成議員自動當選的情況。

香港保險仝人職工會於今年4月訪問超過2,300名保險業的客戶及保險從業員,調查發現:功能組別議員的言行密切影響公眾對有關行業的看法:
- 市民對陳健波滿意度只有0.2分
- 90%表示陳健波於2019就《逃犯條例》引起的社會事件所發表的「收成期」言論,令其對保險界形象感到負面
- 超過9成受訪的保險從業員認為陳健波不能代表他們的聲音(95%)及不能為業界捍衛及爭取利益(90%)
- 96%受訪者歡迎有其他參選人競逐下屆立法會保險界議席

我們希望藉此聯署表達我們對立法會(保險界)功能界別選舉的關注,因為此選舉不單影響保險從業員、保險客戶,即全香港廣大市民亦同受影響。

敬請各保險公司向現已表達意向參選立法會保險界功能界別之人士給予提名票,令此界別不再出現陳健波自動當選之情況。

We Urge Insurance Firms to Fulfil Corporate Social Responsibility
Nominate Candidates to Avoid Uncontested Election

The nomination period for 2020 Legislative Council General Election will end on 31 July 2020 and the incumbent legislator for the Insurance Functional Constituency (“Insurance FC”), Mr Chan Kin-por, has submitted his nomination form to stand for the upcoming election on 21 July. If no other candidates could gather 10 nominations by the end of the nomination period, Mr Chan Kin-por will very likely be elected automatically in an uncontested election again as he did twice in the last two Legislative Council elections. As stakeholders in the insurance sector, we hope not to see another candidate “being elected with zero votes” and we have launched a petition to urge all insurance companies eligible to nominate candidates for the Insurance FC to fulfil their corporate social responsibilities by nominating candidates and allow the insurance sector a chance to vote in a fair and competitive election.

Legislative Council (“LegCo”) members representing functional constituencies have the responsibility to bring the voices of the sectors they represent into the LegCo and advocate for the sectors on a wide range of social, economic, livelihood matters. Nonetheless, the legislator for the Insurance FC is not to be elected by the 100,000 practitioners in a one-man-one-vote manner, instead the legislator is elected by the 134 insurance companies registered as electors in the Insurance FC. Over the past elections, many such companies did not give nominations nor cast their votes, resulting in a number of uncontested elections.

Chan Kin-por’s Words and Deeds Translated into Public’s Resentment against the Sector
Citizens Long for New Choices in the Insurance FC Election

The Hong Kong Insurance Union surveyed over 2,300 policyholders and insurance practitioners in April 2020 and findings revealed that the words and deeds of Functional Constituency legislators deeply affect how the public perceives respective sectors:

Mr Chan Kin-por received an overall approval rating of 0.2 out of 5 marks;
90% of the respondents felt negative about the insurance sector owing to Mr Chan Kin-por’s “harvest stage of life” comments in relation to social events;
Respectively 95% and 90% of the surveyed insurance practitioners deemed Chan “unable to represent my voice” and “unable to defend and advance the sector’s interests”;
96% of the respondents expressed welcome for other candidates to run in the upcoming Insurance FC election.

Through this petition, we wish to express our grave concerns over the Insurance FC election, as this election has effect beyond the insurance sector as it pertains to the overall welfare of the Hong Kong citizenry.

We hereby call upon insurance companies to nominate individuals who have indicated their intentions to stand for the Insurance FC election to avoid Mr Chan Kin-por being elected with zero votes for yet another time.
