El Dorado Amador Prescribed Burn Association (EAPBA) Mission Statement: We are dedicated to empowering community members to conduct intentional burns on their property through a community network of education, equipment, and support. The mission of the EAPBA is to expand long-term community capacity for safe, legal, and ecologically sound prescribed fire implementation.

The purpose of the EAPBA is to:

1) Promote safe, legal, and effective prescribed burn planning and implementation procedures by equipping members with knowledge surrounding ecology, fire behavior, and local, state, and federal requirements;

2) Provide outreach, education, and training opportunities related to prescribed fire including technical assistance, workshops, and training opportunities for EAPBA members and the larger community; 

3) Through network of technical expertise, labor, and equipment, support an expansion of prescribed fire application to effectively reduce long-term fire hazard within the larger community;

4) Aid landowners in identifying long-term property management goals and planning sequencing of fire use to meet one or more specific objectives;

5) Facilitate partnerships with CAL FIRE, local air districts, local fire departments, Forest Service, local Fire Safe Councils, local Resource Conservation Districts, local tribal groups, and other interested agencies, non-profits, and groups falling within the scope of the EAPBA.

As an EAPBA member, I agree to the following:

- To act in accordance with federal, state, and local regulations when implementing or participating in prescribed burns including, but not limited to, securing and abiding by necessary permits, notifying appropriate agencies and neighbors, and completing necessary burn unit preparatory work (i.e., building containment lines, mitigating hazards, ensuring water and resource access, etc.).

- To burn and act safely and responsibly when implementing or participating in prescribed burns, from planning through mop-up.

- To act with integrity and treat others and their lands with respect at all events whether in person or virtual.

- Landowners (or designated individual) are responsible and liable for all aspects of burn preparation, permitting, and implementation. Participation by the EAPBA in planning and implementation does not indicate shift of liability away from landowner.

- The EAPBA equipment cache may be available for use by EAPBA members for prescribed burn preparation, implementation, and pre- and post-burn monitoring. Equipment must be checked out and utilized following standard protocol. Members agree to any equipment-related training or tool maintenance agreements required by partner organizations for borrowing equipment. Access to this equipment is a privilege.

- The solicitation of private businesses at EAPBA events or on the EAPBA mailing list is not permitted.

Liability: The EAPBA assumes no liability for the conduct of its membership.

Liability during any burn or event, falls on the designated responsible individual or the landowner where the event is taking place. Liability coverage may be shared with differing implementation options such as utilizing a qualified and insured burn boss.

Any individual, landowner, or their agents, shall indemnify and hold harmless EAPBA, its members and officers, against all claims, judgments, costs and fees, including attorney fees, proceeding(s), demand(s), lawsuit(s), civil action(s), or loss(es) (collectively or individually, a “Claim”) for damages or injury of any kind, including death, arising in any manner relating to any activity conducted by an individual or landowner as it relates to EAPBA.

While conducting the mission and business of the EAPBA, all members are expected to act in a safe and responsible manner, meet all legal requirements and follow their approved burn plans and permits.

I understand the above statements on liability. I understand that I am personally liable for my behavior and participation in prescribed burns as a member of EAPBA. I understand that a violation of the above rules of conduct may result in removal from the EAPBA mailing list and events.
