In the image above, the wrestler in white is the defensive wrestler and the wrestler in blue (the one holding the single) is the offensive wrestler. After the defensive wrestler attempted a stand up, the offensive wrestler reduced to the single and held on. At the exact point in the photo above, the referee is calling the offensive wrestler for stalling for simply holding on and not trying to better his position. This is the 2 point penalty in the sequence. What is the correct response by the referee listed below according to NFHS rules?

Stop the match immediately. Referee's must ALWAYS stop the match when penalizing for stalling. Award the 2 points and give the opponent choice of position at the restart.
