Wilkinsburg Government Study Survey

Dear Wilkinsburg Citizen, 

The Wilkinsburg Government Study Commission would like to clarify how our Borough arrived at enacting a Government Study Commission.

Clarification:

The Wilkinsburg Government Study Commission and charter development processes require voter approval, via referendum, in order to begin a study of Borough Governance and to elect a Government Study Commission. The first phase of the process started with the November 8, 2022 general election and ended on November 28, 2022, with the certification of your votes by the PA Legislature.

Next Steps:

  1. First, a study of the Borough's governance and potential for adapting it must be completed. It will take 9 months to do so.

  2. Once the study is completed, if the Commission’s recommendation is no change to the current form of government, it will issue a final report, and there will be no change.

  3. If the Commission recommends a home rule charter, a further 9 months will be spent drafting this charter. At the next election following its completion, residents will vote whether to approve the charter or not.

Generally, the government study process is an opportunity for a municipality to address issues that are not addressed or ineffectively addressed by the local government’s existing municipal code.
