All health systems face the challenge of managing and allocating limited resources for health. A Roadmap for Systematic Priority Setting and Health Technology Assessment (HTA) advocates the use of health technology assessment (HTA) in low- and middle-income countries (LMICs) to determine the value of a health technology (e.g., a drug, medical device, diagnostic test, medical procedure) at different points in its lifecycle. The purpose is to inform decision making to promote an efficient, equitable, and high-quality health system.

“A Roadmap for Systematic Priority Setting and Health Technology Assessment (HTA),” serves as a practical guide for policy action in LMICs to successfully implement HTA and paves the road to sustainable UHC and self-reliance. Developed by MSH and the USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program, with contributions from global experts, this roadmap will help countries institutionalize their mechanisms, processes, and institutions to better use evidence and data to inform their resource allocation decisions.
