City of Elkins has been awarded $3.08 million under the American Rescue Plan Act of 2021. Of these funds, council has allotted five percent (approximately $154,000) to eligible community-based requests. Use this form to propose projects for consideration by council's ad-hoc ARPA Advisory Committee. Submit your proposal by 4 p.m. on February 28, 2022.
Before applying to use ARPA funds, keep in mind that these funds are heavily regulated and subject to audit and recoupment when used for purposes that auditors reject. Because this is a new program, there are no past approved projects to look at in evaluating whether a new project is likely to be eligible. If your organization receives ARPA funds, it will be considered a subrecipient under the legislation and must follow all of the same documentation requirements and be subject to the same audits as the city.
