To what extent would you FAVOR OR OPPOSE each of the following policies to help increase job opportunities for people who live in rural parts of the South with large Black populations (rural parts of the Black Belt)?
A Black Belt Commission: Similar to the Appalachian Commission that allocates $125 million in federal grants per year to Appalachia and has created 312,000 new jobs, Congress should create and fully fund a Black Belt Commission. *
10-20-30 Initiative: Congress should allocate 10% of all federal funding for broadband expansion, workforce training, and other key programs to counties with persistent poverty. Approximately 475 counties would qualify including about a quarter of counties in the Black Belt. *
Federal grants to support relocation assistance for unemployed residents of the rural Black Belt to move to areas with greater job opportunities. *
Additional federal funding to increase the number of Career Job Centers from the U.S. Department of Labor located in the rural Black Belt. *
The federal government, private companies, and local leaders should invest in systems to help people in the rural Black Belt open online businesses and find pathways to jobs that allow remote, internet-based work. *
Several Black Belt counties should team up and cooperatively agree to share resources to apply for grants, train workers, and encourage economic development. *
