You’re the General Manager of NASA’s new SKYLAB project, the government has just decided that anything being launched into space must have a reentry plan, or must be in a stable orbit you are very close to running out of money on the project and there is not reentry system in place.

You launch Skylab with a reentry system, but the project is late and over budget.

You decide to scrap the project due to budget constraints.

You make a mock-up of a reentry system and pass it off as the real thing instead of trying to solve the problem.
