Literacy and Basic Skills: A Pathway to Supporting ESL Learners in Rural Ontario

This report shares the barriers and challenges, best practices and key recommendations for Literacy and Basic Skills (LBS) programs providing support to English language learners in rural* areas.  The goal of the report was to:
  1. identify, acknowledge and explain the increasing demand for LBS services by newcomers in rural communities 
  2. provide best practices and suggestions LBS programs could use to deliver high quality programming to these learners within the constraints of our current system
  3. make recommendations for systemic changes that need to happen if LBS service providers are to continue serving ESL learners in rural Ontario

*  For the purposes of this report, rural is defined as small population centres in Ontario consisting of populations of 30,000 people or less.
