Producer Responsibility stakeholder survey

In July 2020, the state legislature passed Senate Bill SB20-055 (SB-55), Incentivize Development Recycling End Markets. This bill is intended to grow recycling programs by addressing the lack of local end markets for recyclable materials in Colorado through a four-pronged approach.

One approach in SB-55 details how the department will study what industry and other states are doing about producer responsibility for the end-of-life management of products and packaging. Then create subsequent policy recommendations based on literature review findings. The department is also engaging stakeholders to develop these policy recommendations.

This survey will be used to collect stakeholder feedback on existing producer responsibility programs and models. This survey will be open until January 2021 when the department will then host virtual stakeholder meetings.

Required
Producer Responsibility for the materials or material categories listed below will be included in the literature review. Are there any existing producer responsibility programs or models that are missing from this list? Bottle bills, packaging and paper products (including single-use plastics), mattresses, carpet, gas/propane cylinders, pesticides, solar panels, mixed electronics (TV’s, monitors, towers, tablets, etc.), advanced recovery fee models,  pharmaceuticals, sharps, textiles, EV battery programs, mercury thermostats, mercury-containing light bulbs, tires, and a framework approach (Note: The framework approach authorizes the state's environmental department to determine materials appropriate for producer responsibility via a regulatory rulemaking process rather than a legislative process for each material). *
Please indicate if the organization you represent would support, oppose, or remain neutral on producer responsibility for the following materials or models. Note: If you are unsure of your organization’s stance or if you do not have the authority to answer this question, please skip it and go to the next question.

Should Colorado implement producer responsibility by legislation for specific materials individually or consider a framework approach? (Note: The framework approach authorizes the state's environmental department to determine materials appropriate for producer responsibility via a regulatory rulemaking process rather than a legislative process for each material). *
