Bullying is REPEATED agressions where an IMBALANCE of power exists. Bullying is generally not a one-time action. Fleeting misbehavior is a common event during childhood. If there is a great imbalance of power such as a victim who has a disability or is of a minority race, then one-time actions do count as bullying.
