SHOUT Tenant/Applicant Experiences Survey
SHOUT (Supportive Housing Organized and United Tenants) is an organization led by tenants and applicants with lived experience in supportive housing, as well as allied social workers, community organizers, attorneys and advocates. We do not include supportive housing providers or employees as members, in order to create a safe and confidential space for tenants and applicants. SHOUT is gathering information about supportive housing providers and landlords. We will be using this information to track patterns in tenant experiences across programs and providers, and to inform advocacy with elected officials and policymakers to improve supportive housing. This survey can be completed by tenants, advocates, and allies. 

SHOUT will endeavor to anonymize the data we use to the extent possible. We know that retaliation by supportive housing providers is real, and we take it very seriously! 

Here is what we will and won't do with your survey responses:

We will share the names of housing providers/programs and the addresses of buildings (but not individual units).

We will provide summary information about tenant experiences with your provider to the agencies that oversee supportive housing, elected officials, and other law and policymakers. This may include quotes or summaries of information provided in your survey.

We will not ask for or share your name, your unit address, or your email address with anyone.

We will not contact your provider directly.

If you do not wish to identify your supportive housing provider or address, you are under no obligation to do so.

Is the apartment in a congregate setting (the entire building is supportive housing units, with on-site services) or is it scatter site (the building is a mix of supportive and non-supportive housing, with services off site)?

(You or your client might have a lease or agreement with a non-profit housing provider, but the apartment/building may be owned by a private landlord. A lot of supportive housing is "scatter site," which means a private landlord rents an apartment to a supportive housing provider, which then rents it to a tenant/resident.)

 NOTE: if you have asked for your Tenants's Notice of Rights but have not received it, you can send a complaint to the city at SHTNR@health.nyc.gov and HRASupportiveHousingRights@hra.nyc.gov to follow up.
