10月10日晚上，中大吳同學親述在葵涌警署遭受魔警性暴力對待，我輩對此深感痛心。當暴政與民為敵，甚至賦予警方對抗爭者「無後顧之憂」施暴的條件，濫權濫暴已是香港市民有目共睹的事實。慶幸中大校方經過一晚對話之後，終承諾譴責警暴和向同學提供支援。可是，本校校長張翔至今仍對四個月來的警暴置若罔聞，更在最近兩個月消聲匿跡。對於早前有警察進入二村範圍並對一名舍堂宿生進行截停搜身一事，又僅以書面形式表示警方及校方有跟從守則，但未有回應宿生會聯署信中的其他問題，不但無法釋除港大同學對校園保安問題之憂慮，更令同學質疑校長有否關心同學的人身安全。
 
大學生因為公義良知而站在抗爭隊伍當中，換來的卻是魔警暴力對待。警隊綱紀敗壞，帶頭破壞香港法治，多次情緒失控，對香港市民——特別是年輕人的人身安全構成威脅。身為香港大學的校長，理應竭力於維護社會整體利益，而為香港學生發聲更是責無旁貸。然而，對於執法者濫用公權，無法無天的惡行校長竟絕口不提。
 
因此，我等謹在此要求張翔校長在10月28日或之前:
 
一、發出聲明譴責警暴、譴責港共政府
二、承諾不會容許警方進入校園範圍進行任何搜捕
三、承諾主動接觸並協助被捕同學，無論是法律、財政、學業等方面的支援
四、舉辦對話會，顯示與學生同行之心
 
在此敬告張翔校長，如得不到正面回應，同學將於死線後將行動升級。我們亦敦請校方管理層別試圖用花言巧語去矇混過關，任何的語言偽術只會帶來更大反感，屆時恐怕會引來更多同學加入抗爭。
 
我們也呼籲各位師生校友，不要一葉障目，不見泰山——只懂譴責破壞幾塊玻璃的示威者，而輕易放過那些將香港推向萬劫不復之地的罪魁禍首、趨炎附勢的權貴賢達、助紂為虐的卑鄙小人；亦要謹記這四個月以來多少手足離世、多少學生被捕、多少人身心受創。希望各位師生校友支持這次的聯署行動，為守護港大和香港盡一分力。
 
最後，祝願吳同學與一眾受到警方性暴的手足早日撫平傷痛，港大人與你們同行。

HKU Staff and Students' joint declaration on supporting victims of sexual assault by the police and urge the President and Vice-Chancellor to condemn police brutality

On the night of October 10, Ms. Ng from CUHK made a heartrending statement revealing the sexual violence committed by the corrupt police in Kwai Chung Police Station.

This tyrannical regime has declared war on the people, through tacitly condoning the police force's countless instances of power abuse.

Though we are glad that CUHK's faculty have come to the sensible conclusion of supporting their students and condemning police brutality, we are still awaiting the President of the University of Hong Kong's comments on this matter.

President Zhang has chosen to ignore the police brutality that has occurred in the past four months, and has barely commented or even been a visible presence on campus in the recent two months.

President Zhang's written response towards the incident of police entering Jockey Club Student Village II -- in which he merely stated that the police and the University had followed regulations -- was inadequate at best. His statement failed to address other issues raised in the enquiry letter by the Hall Students' Associations. President Zhang's responses towards recent incidents fails to inspire confidence that he will address these issues in the meaningful, productive way that this situation requires.

University students have repeatedly stood up for justice and conscience, yet in return they have been repeatedly suppressed brutally by the police. Our corrupt and rabid police force is destroying the rule of law in Hong Kong and threatening the safety of the Hong Kong people. The President of The University of Hong Kong should strive to safeguard society’s interests and is obliged to speak for the students of Hong Kong -- all the students of Hong Kong. Yet, regrettably, the President has chosen to stay silent regarding the police's appalling abuse of power.

We hereby ask that President Zhang Xiang respond to the following demands on or before October 28:

1: Publish a statement condemning police brutality and the corrupt HKSAR government that continues to enable it.
2: Issue a written promise to not permit police searches on campus
3: Issue a statement outlining concrete, actionable plans to provide substantial legal, financial, and academic assistance to arrested students
4: To schedule and hold a forum to indicate a sincere willingness to listen to students’ concerns, to provide compassionate support, and to discuss plans for ways that HKU can take a leadership role in ameliorating this crisis.

We would like to be clear: the students demand a straightforward, unambiguous response from President Zhang. Escalation is inevitable if no responses are received by the deadline. We further would like to ask the Senior Management Team to avoid ambiguity in their own responses. Another pseudo-response will only serve to incite more anger amongst students.

We also hope that the faculty, students, and alumni of HKU will not let the shattering of glass by protesters distract them from the depth of the sins committed by those who have imperilled Hong Kong. Broken glass can be replaced. Broken lives are not so easy to restore. We shall not forget the tragic loss of life in the past four months, the arrested students, and the trauma on countless people. We plead that all will support the movement to safeguard our University and Hong Kong.

Finally, we hope Ms. Ng and other Hong Kong citizens who have suffered sexual violence at the hands of the police may recover from their trauma. The people of HKU stand shall stand with you. You have our unending admiration and respect for your courage in sharing your stories.

We shall bring the corrupt police to justice.
We shall hold the corrupt HKSAR government accountable for its incompetence and treachery.
