You are able to purchase licenses which are equal to or greater than your school's current full-time student enrollment. Google documents state that your licenses are to be 'purchased', but this is 'fully funded' by the Ministry of Education.

In completing this form, you understand that:
+ All enrolled students are in Google Workspace and are ‘active’ students, including juniors. 
+ The schools “Student roll numbers” in the Ministry system for ‘Enrol Data’ are up-to-date as of today.
+ This product is licensed on a per user basis, meaning that student and staff licences will need to be assigned to individual users in the Google domain, within one month of licences being provisioned.
+ Our institution will receive 1 free faculty licence for every 4 paid student licences.
+ Additional licences can be purchased to provide a buffer dependent on our roll size, for changes in student enrollment or for part-time students, alumni, or others.
+ Roll size buffer: 101-300 = 3, 301-600 = 5, 601-1000 = 7 or 1000+ = 9
+ We may add student license’s at any time during the subscription term by purchasing more through our reseller, Smart Computer Systems Ltd.
+ On the anniversary of Google Workspace of Education Plus licence renewals, the number of licences will be reduced to the 'assigned' quantity unless we update & reconfirm our student roll numbers in the ‘Enrol data’ system to avoid reduction in licences.
