Submission of this Water Right Preliminary Offer Form will initiate a free, confidential review of your water right(s) by Water Trust staff to determine opportunities to use your water for instream flows or flow restoration purposes. Submission of this form will NOT commit you to pursuing a transaction with the Colorado Water Trust or CWCB, and does NOT constitute a formal offer under CWCB’s ISF Rule 6. The Water Trust will not discuss your water rights with any person or entity without your permission. If the Water Trust staff identifies potential flow restoration opportunities, staff will discuss those opportunities with you and request your permission to consult with other entities, including the CWCB, and to conduct additional technical analyses. In most cases, flow restoration use will require partnership with the Colorado Water Conservation Board, the state agency tasked with administering the state’s Instream Flow Program.
