REFUGEE PARTICIPATION PLEDGE PROGRESS RUBRIC

In 2019, the Global Refugee-led Network launched the Refugee Participation Pledge, whose signatories commit to support the meaningful participation of refugees in decisions that affect their lives.  Today, the Pledge has 29 Signatories, including many national governments and civil society organizations.

This rubric is intended to help track the progress Signatories have made in implementing the Pledge, and to identify good practices, barriers and gaps in achieving meaningful refugee participation.  Information collected from this reporting exercise will be consolidated into a format that can be incorporated into UNHCR's Pledges and Contributions Dashboard.

Questions in the rubric are designed to measure whether and how the actions of Signatories have created impact that furthers achievement of the three main objectives in the Pledge.  Signatories are encouraged to provide succinct answers with concrete references to their relevant activities and/or policies.
