The state of Vermont follows a standard Fair and Impartial Policing Policy (FIPP). Its purpose is to uphold the principle of equal treatment under the law by protecting all Vermonters from biased policing based on personal characteristics (like race, gender, sexual orientation, or immigration status) and limiting local police from engaging in immigration enforcement. It is also supposed to limit collaboration between local police and federal immigration officials.
This model policy however contains several dangerous loopholes allowing for collaboration in some instances.
In 2019, Governor Scott signed H.518 which allows towns to write stronger policies locally with the Vermont attorney general’s support. We believe that policing in Thetford, VT should align with the values of the town which includes closing dangerous loopholes for biased policing.
Stronger versions of the Fair and Impartial Policing language have been created and implemented across the region including Lebanon, NH, Norwich, VT, Winooski, VT., and others. They have the endorsement of Migrant Justice, the ACLU, and other stakeholders. We have adopted the language in these FIPPs and created one for Thetford.
