Climate change is a health emergency. We do not have the carbon budget to build new fossil fuel infrastructure. The undersigned scientific and health organizations hereby request the Minnesota Public Utilities Commission to deny the certificate of need for the Enbridge Line 3 Replacement Project as the carbon footprint of this pipeline, a maximum of 273MtCO2-e/yr is of national significance. (US annual emissions in 2018, 5416 MtCO2)
