Application: Network Measurement for Internet Shutdown Advocacy
Internews is excited to announce that it is partnering with the Open Observatory of Network Interference (OONI), Measurement Lab, the Internet Outage and Detection Analysis Project (CAIDA), and Access Now to offer a Network Measurement for Internet Shutdown Advocacy training and mentorship program. Through this hands-on 6 week training program, individuals will learn how to collect and analyze internet measurements in order to better document and advocate against internet shutdowns. Weekly sessions will provide overviews on the available tools and open datasets as well as mentorship and support so that participants can build research plans, analyze datasets, and incorporate these data collection and analysis methods into advocacy practices.

The course will run from October 12 to November 13, and require 5-6 hours per week of your time.

Applications will be considered on a rolling basis until Monday, September 21. We encourage applicants to apply early, as space is limited.

What is the research question/project you seek to develop throughout the course? *
This research question can be derived from an existing project or part of a new project. You should be able to at least partially address this question through the collection and analysis of network performance data, and the question should be related to internet shutdowns (this can include internet blackouts, bandwidth throttling, and/or blocking of major social media platforms or messaging applications). This research project could also complement existing research projects that analyze the social, economic, and political impact of shutdowns.
How will you use the knowledge gained from this course after it ends? *
If you are applying with another person to work on a collaborative research project, list their name here:
Remember: Your partner still needs to apply separately for the program
I can commit at least 5 hours a week for 6 weeks to devote to this course, including: reading/watching materials, participating in sessions, and building your research project in collaboration with others. *
