Micro-Enterprise Forgivable Loan Program Application
In response to the economic impact of the COVID-19 pandemic, the Towns of Dennis in Barnstable County, and the Towns of Aquinnah, Chilmark, Edgartown, Oak Bluffs, Vineyard Haven, and West Tisbury in Dukes County are working in conjunction with The Resource Inc. (TRI) and the MA Department of Housing and Community Development (DHCD) in providing a Micro-Enterprise Forgivable Loan Program in support of the continued operation or re-opening of micro-enterprises that are dealing with the negative economic impact of the COVID 19 pandemic. The goal of this program is to make funds available to micro-enterprises that have been negatively impacted due to circumstances related to the COVID-19 pandemic. The Micro-Enterprise Forgivable Loan Program is available to micro businesses in operation since March 10, 2020 with 5 or fewer employees (including the owner) and the owner's household income must be less than 80% of the HUD median income. Loans of up to $10,000 for business expenses (payroll, salaries, health care, rent, mortgage interest, inventory, equipment and working capital), are forgiven when the business provides documentation that the funds have been spent in line with the presented budget.  The owner must also certify that they have not previously received assistance from other funding programs to cover these same expenses.

Please note: questions in the Minimum Basic Eligibility Section are designed to help you determine if you and your business meet the initial basic criteria of the Micro-Enterprise Forgivable Loan Program, if you answer “NO” to any of the questions in this section you are not eligible for this program and there is no need to continue with the rest of the application. You may check on the Mass.gov website for other COVID-19 Relief Programs for assistance.

The following are the eligibility criteria:
1. Businesses must be a for-profit business located in Dennis, Aquinnah, Chilmark, Edgartown, Oak Bluffs, Vineyard Haven, and West Tisbury.
2. Businesses must have been in operation on or before March 10, 2020.
3. Businesses must have five (5) or fewer current employees (including the owner or owners).
4. Business owner's household income must be less than 80% of HUD Median Income (adjusted by household size).  Please see to the chart below.
5. Businesses must be an ongoing concern: either open or intend to re-open.

Applications will be approved on a first come, first served basis. Funds are awarded based on when the completed application is received with all the required forms and supporting documentation.
