Hudson Valley Flood Resilience Network 2023 Member Agreement

Thank you for your interest in becoming/remaining a Member of the Hudson Valley Flood Resilience Network. This Member Agreement helps the Network keep current information about all participating local governments and plan Network programming in response to regular changes in the region. 

Members are municipal and county governments in the Hudson River estuary watershed, represented by any number of elected, appointed, or hired officials working directly with or adjacent to the issue of flood resiliency. Each representative from a member municipality/county should complete this form to the best of their ability.

Members are responsible for attending Network programming to increase their knowledge and capacity for resilience planning, share their experiences with other Network members, bring their stories of success forward for shared learning, and participate in regular feedback opportunities to help shape and direct the Network.

Note: Some questions in this form will reference Network Partners, which are comprised of: 1) Agency Partners: state, federal, or regional agencies; 2) Community Partners: regional (multi-county), state, or national non-governmental organizations, community foundations, corporate funders; or 3) Consulting Partners: consultants, engineers, lawyers, other private-sector partners. Part 1: Group Agreements

As a Member of the Hudson Valley Flood Resilience Network, we ask that you actively engage the following list of values and community-based agreements whenever the Network or sub-groups of the Network convene:

Part 3: Programming & Participation

As a Member of the Flood Resilience Network, it is expected that you attend at least one educational event this year: a web-based or in-person training, in-person site visit, networking event, or other offering. To the best of your ability, do you agree to meet this expectation?

As a Member of the Flood Resilience Network, you are given access to a network of Members and Partners who are committed to advance flood resilience throughout the Hudson Valley, as well as training, resources, funding opportunities, peer sharing opportunities, services, and other forms of support. There are no dues to participate in the Network, but all Members are asked to participate and operate in good faith.

As a Member of the Flood Resilience Network, you will be asked to provide feedback and weigh in on decisions affecting the region; this may include signing-on or opting-in to support advocacy or policy decisions that the Network might choose to take a position on. These opportunities are optional and Members are not required to participate in them.

As a Member of the Flood Resilience Network, you will be invited to participate in temporary working groups and/or standing committees to help advance the role of the Network and the success of flood resilience strategies in the region. These opportunities are optional, but are encouraged to distribute decision-making and responsibility throughout the Network.

Working groups comprising Network Members and Partners will form as needed to carry out strategies and advance Network goals; these groups are temporary and project-based.  Are you interested in serving on a working group this or next year? We will be defining the specific working groups based on Member feedback.

The Flood Resilience Network keeps an internal directory of participating Members & Partners; this directory helps Members and Partners connect with each other for support of all varieties. We will be listing your name and affiliation in the directory, which is only shared with Flood Resilience Network Members and Partners. The Flood Resilience Network coordinates site visits and trainings at different locations around the Hudson Valley; this promotes access across the watershed and showcases communities in the Network. Would you be interested in hosting a gathering in your community?

The Flood Resilience Network has a standing Advisory Committee. The functions of the Advisory Committee are to advise on Network programming, prioritize topics covered in training and informational sessions, direct Network goals and strategies, identify needs and gaps for resource creation and sharing, and to keep the Network’s scope grounded in local priorities. The Advisory Committee might also be involved in making decisions on behalf of the Network related to funding, advocacy opportunities, managing Network growth, and planning/facilitating gatherings of the Network. The Advisory Committee meets quarterly, at minimum.
